President Nowaczyk led the Pledge of Allegiance at 7:00 p.m.

Collette Walker lives at 812 Vinewood.  She belongs to Triple R Pets.
They were founded after Katrina devastation.  Their goal is to stop 
the euthanization of pets.  They would like to hold a animal clinic day.
The will offer different services.  A wellness exam will be offered for 
$5.00.  They offer micro-chipping for animals.  She would like to know 
if the board would be interested a clinic day.  They are a non-profit 
organization.  They would like to hold it March 1, 2008 at the senior 
center.  Trustee Stanphill asked how will they clean up.  Ms. Walker
said they will clean up when they are done.  The board thought this 
would be a good idea.  
Item # 1 Bower Woods
Steve Slas is interested in purchasing 115 Old Willow Springs Road
to open a business.  The building has been recently zoned P.U.D. and
he wanted to know what he needs to do next.
He said he designs and constructs garden structures.  They would cut
and design and paint wood.  They also would use water sealer.  So no
spray booths would be used.  The shop is approximately 2,400 square
feet.  He has one full-time and in the building season he will have a staff
of four full-time employees.  They would build them on site.  He does
not plan at this time to do any work on the outside of the building.  
Trustee Bohac asked if he talked to George from the building department.
He replied George just told him to fill out the business application.
President Nowaczyk said that Steve should work with Mr. Peterson.
Trustee Kaptur said originally there was talk about the property on the 
west side of Willow Springs Road and specific uses however, it was 
finalized.
Trustee Bohac wants to talk to George first to clarify that nothing else
needs to be done.  Mr. Bohac will contact Steve.
Item # 2 _Cook County Board of review is moved from item 3 to 2
Matt from commissioner Holihand's office said they will come to 
Willow Springs on Feb. 4th. Monday evening for a workshop at 7:00pm.
at the Village Hall.                                                               
This is for people that want to appeal their property taxes or have 
questions they would like answered.  He said that people will have until
February 11th. To appeal property taxes in Lyons Township.  
to appeal property taxes in Lyons Township. They will explain the three
stage appeal process.  They will answer questions for the residents.
They will be able to complete a form that night and mail in follow-up 
information.
Item #3 2hr. Parking Limit at the town center this item was moved 
from #2 to #3
President Nowaczyk would like to see 2 hr. parking limit to allow spaces
for the retail spaces.  The office buildings are supposed to use the 
back spaces.  He would like a letter to go out to the offices and 
residents at Market Street.  He would like to instruct public works to 
order and install 2hr. Parking .  Trustee Imbarrato wanted to know if "No
Commuter Parking" signs have been ordered.  Mr. Peterson said he 
would check with Mr. Chevalier.  The board agreed to "Limit 2hr. Parking".
Item #4 Quas Drive "dedication street sign"
Trustee Bohac had brought up that he would like to see a dedication 
street sign for Mayor Quas.  Trustee Mesec said he wasn't familiar with
the past mayor and that it isn't even finished.  Trustee Stanphill said
she is okay with the idea.  Trustee Bohac said Jim Quas was the first 
one to bring up that the Town Center area needed the improvement 
and the clean up.   He feels that this would be nice to acknowledge his
efforts and visions for the town.  President Nowaczyk said he remembers
all the late hours Mr. Quas would put into the rehabbing of this area.
Trustee Bohac said that Mr. Quas was instrumental in bringing the 
building department up to date.
Trustee Imbarrato said he has no problem with having a honorary sign
after the project is completed, with a nice ceremony.  
Trustee Kaptur said as long as they are not changing the name of the 
street.  She would like to see pictures of past Mayors on the walls and 
to see some history on the walls.
President Nowaczyk would like to see something historical to be done.
Trustee Bartik knew Mayor Quas and he overwhelmed to see how he 
was able to accomplish what he did.  He would like to see the traffic 
circle dedicated with a ceremony.
Item #5 Executive Session was canceled
Old Business: President Nowaczyk said that at the next workshop that he would like to
discuss the landscaping and the electrical boxes that AT&T are installing.
Mr. Peterson and President Nowaczyk will be attending an I.D.O.T.
meeting on January 23, 2008 at 2:00pm.   They will be discussing the
294 ramp opening in Justice.  
Trustee Mesec asked if the ramp will create a bad situation during rush
hour or if they have an incident where traffic has to be rerouted.  It is 
already difficult to move on Archer now.
President Nowaczyk said he agrees that it could be a problem, but he 
feels it would be more beneficial to the businesses then a hindrance 
with traffic.
Trustee Stanphill asked why the ramp was closed.  They said because
there was a school right there.
Mr. Bohac said did anyone look into the 7-Eleven liquor issue of selling
alcohol other than beer and wine.  Mr. Peterson said he checked into 
it and it seemed appropriate, however he did contact Mike Mc Grath and
is waiting for an answer from him.
New Business: Trustee Kaptur said that she and Rich Chiapetta are working on  
the budget.  The police and fire department have their preliminary 
numbers to work on.  The rest is being worked on.  
The auditor feel that it is about 2 weeks away from being completed.
Trustee Kaptur and Les is working on a master calendar.  A calendar
that will show upcoming deadlines, the tax levy, budgets, treasurers  
annual report, and to update the computer filing systems.    They are
hoping to have some figures to the board by Feb. 7th or the 21st. 
for the budget.  She would like to have a town hall meeting to inform 
the public where the village stands.
Trustee Mesec said that Mr. Chevalier was working on getting UPS
to donate the property located by public works by the salt bins.
President Nowaczyk said that UPS has been working with the village 
on other projects and he is hopeful that they will assist us in this matter.
Trustee Imbarrato said that he received some positive feed back on the
newsletter.  He also would like to see business phone numbers added 
to the newsletter.
Mr. Peterson said that he would like to add in our web-site a hyper-link
to the businesses.
Trustee Imbarrato asked what did the AT&T U-verse mean.  President
Nowaczyk said this in reference to internet service and cable service.
Trustee Kaptur said that counsel or engineering staff doesn't have to 
be present.  Mr. Trego was doing minutes from these minutes.  She 
would like to offer to the staff to take notes and do the minutes for the
commission.  Trustee Imbarrato said that it is important to have minutes
of the plan commission.  They could receive $50 a meeting, and they 
would type the minutes on their own time.
Treasurer Chiapetta said that neighbors will ask him questions and one
question asked if they have to come in to purchase their parking passes.
He was told that they can purchase them in the mail and up to 6 months
in advance at a discount.
Rich Chiapetta also wanted to know what happened to Rico D's.  The 
board said they are closed.  They could possibly lease the property.
Mr. Chiapetta said he will be going to school so if he is needed to please
contact him by email.  He will be unable to attend the meetings.
President Nowaczyk said that Willow Springs Grade school will have 
their last basketball game of the year on Jan. 22, 2008 and if anyone 
could attend he would like them to do so.
